ZVEI: Decline in electronics manufacturing threatens Europe's security

03.06.2025 - Europe now accounts for only two percent of global printed circuit board production and ten percent of electronics manufacturing.

The drastic decline in PCB and EMS manufacturing in Europe threatens the supply of critical infrastructure and the defense industry. Europe now accounts for only two percent of global PCB production and ten percent of electronics manufacturing. This dependence on foreign suppliers carries risks such as manipulation and delivery problems. The ZVEI is calling for a de-risking strategy to ensure European security.

Geopolitical tensions and tariffs on Chinese products are exacerbating the situation. Trade and industrial policy measures, such as anti-subsidy measures and the reduction of tariffs on basic materials, are necessary. In addition, the competitiveness of European manufacturers must be strengthened through targeted support, and the European Chips Act must be extended to downstream manufacturing steps. This should ensure Europe's resilience and independence in the electronics sector.

Further information can be found in the ZVEI position paper “Strengthening European PCB and electronics manufacturing for critical infrastructures.” It is available for download.
